Northern Ireland’s Department for the Economy and Department of Agriculture, Environment and Rural Affairs have opened a consultation on a proposed Biomethane Strategy and Policy Framework. Responses are invited until 5pm on 15th December 2026.

Current status

The consultation launched on 20th October 2026 as a commitment in the Energy Strategy Action Plan 2026. It asks for views on how a sustainable biomethane sector could support energy and agricultural resilience, nutrient management and decarbonisation.

Biomethane is renewable gas produced by anaerobic digestion of organic material, with carbon dioxide and impurities removed from the resulting biogas. The departments say it could replace natural gas in heat applications, generate electricity or be used as vehicle fuel, while helping manage farm and food waste.

This is a consultation, not a final policy, funding award or delivery programme. The proposals remain open to change, and any future support mechanism, infrastructure investment or procurement would require its own decision and published terms.

Why this matters

For councils, public estates, utilities and rural project teams, the consultation connects heat decarbonisation with the practical handling of organic waste and nutrients. It also makes environmental safeguards central: the departments say a future sector must deliver positive outcomes and avoid unintended effects, including pressures linked to excess nutrients and water quality.

Next steps

Public bodies, project developers, agricultural organisations and other interested parties can review the framework and respond online before 5pm on 15th December 2026. Useful responses will distinguish between potential system benefits and the site-specific evidence, regulation and infrastructure needed for delivery.
