Scottish Procurement Alliance’s new Refurbishment and Modernisation framework, RM4S, is seeking contractors to support improvements to public buildings and housing across Scotland. Its estimated value is £900 million.

What has been announced?

LHC Procurement Group is procuring the framework on SPA’s behalf. The current contract notice, published on 15th October 2026, covers refurbishment, repairs, maintenance and modernisation of residential and non-residential buildings for eligible public-sector organisations.

SPA says the successor to RM3 takes a broader approach to managing existing assets. Its expanded scope includes damp and mould, aids and adaptations, stoneworks and reactive maintenance, alongside established refurbishment activities.

Why this matters

For public-estate and housing teams, procurement is a practical part of turning an improvement programme into work on site. A route covering several building needs could help teams consider repairs, accessibility and longer-term asset condition together.

For organisations planning decarbonisation, the useful question is how refurbishment requirements align with future energy improvements. That is a project-planning consideration, rather than evidence that this framework will deliver a stated carbon saving.

Current status and next steps

Open procurement. The published submission deadline is noon on 11th December 2026. Interested contractors should consult the current tender documents for eligibility, submission requirements and any updates.

The £900 million figure is an estimated framework value. It is not an awarded contract, a dedicated net-zero funding pot or a guarantee of work.
