Oxford City Council's Cabinet has supported the overall direction of a retrofit roadmap covering its 8,000 council homes. The council announced the decision on 29th October 2026.

The Housing Revenue Account Property Retrofit and Sustainability Roadmap covers 2026 to 2031. It proposes improving insulation, windows and ventilation before considering wider low-carbon technologies. Future work will examine heating and renewable generation where appropriate.

For tenants, the intended benefits include more comfortable homes and fewer problems associated with cold or damp conditions. These are programme aims rather than measured results from completed upgrades.

The council must now develop delivery plans, identify external funding and seek approval for individual programmes through its usual budget and governance processes. Cabinet's backing therefore establishes a direction rather than confirming that every home has a funded upgrade.

Why this matters

A fabric-first roadmap gives council housing teams a basis for sequencing insulation, ventilation and later energy measures across a large estate. The practical next step is to turn that direction into approved, funded programmes, with delivery and tenant outcomes measured as work proceeds.
