Highland starts government talks on proposed energy-led Growth Deal

The Highland Council has agreed to open formal discussions with the Scottish and UK Governments on a proposed energy-led Growth Deal.

Current position

Its 29th October 2026 announcement links renewable energy, transmission, ports, housing and transport within a proposed investment framework. Climate resilience and natural capital are also priorities.

Why this matters

The council identifies potential to unlock £10bn to £16bn in public and private investment over 25 years. This is estimated potential, not an agreed government grant or confirmed spending programme.

Next steps

Officers will develop a strategic proposition, investment framework and priority programme for members. The proposal illustrates coordination between energy infrastructure and community needs; individual projects still require their own approvals and commitments.
