Flintshire names supplier for £25m home retrofit contract, pending signature

Flintshire County Council has named Wall Lag (Wales) Limited for a whole-house retrofit contract valued at £25 million excluding VAT.

Current position

The original award notice was published on 27th October 2026, followed by an amendment on 28th October. Both list the contract as pending, with signing estimated for 23rd November. Work is expected from 1st December 2026 to 30th November 2029, with potential extensions to November 2031.

Why this matters

The scope combines insulation, renewable technology and solar PV with heating work and maintenance on council-owned and potentially owner-occupied homes. Planned gas heating is also included, so the entire arrangement cannot be described as zero-carbon heating. The contract figure is not evidence of expenditure or measured savings.

Next steps

Follow confirmation of signature and delivery before treating the programme as under way. The current practical relevance is the forthcoming signing milestone; this is not a new bidding window.
