Wales links low-carbon transport investment with climate resilience

By Net Zero News · Published 18th October 2026
The Welsh Government has set out action to strengthen transport resilience across rail, buses, roads and ports. Future investment is intended to support both climate adaptation and the transition to lower-carbon transport.
Project status: Government policy and delivery update
What changed
The update includes work with Transport for Wales and Network Rail on inspections, maintenance and weather monitoring. Bus franchising preparations are considering flooding, overheating, severe weather and energy resilience as fleets are renewed. The government also describes resilience training across all 22 local authorities. This is a policy and operational planning update, not a new standalone decarbonisation grant.
Key project takeaways
Include climate risks and energy resilience when planning fleet and infrastructure replacement.
Test whole-life investment decisions against heat, flooding and service-continuity scenarios.
Why this matters
Transport infrastructure plans need to address emissions reduction and resilience together. Considering climate risks alongside low-carbon investment can help public authorities avoid upgrades that are vulnerable to disruption over their working life.
