West Suffolk Council says the final stage of decarbonisation work at The Apex is complete. The programme replaced gas boilers with air-source heat pumps and included LED lighting and other electrical upgrades.

Project status: Works completed — savings forecast

What changed

Work began in summer 2025, supported by £1.1 million from the council’s decarbonisation fund and £1.01 million from its Asset Management Plan reserve. The council expects annual emissions to fall from 127.62 to 71.23 tonnes of CO₂. Those figures describe anticipated performance rather than a full year of measured post-project results. The venue upgrade combines environmental objectives with heating, comfort and building-management improvements.

Key project takeaways

  • Combine planned asset renewal and decarbonisation budgets where the investment case supports it.

  • Follow completed installation with monitoring that tests actual carbon, energy and operating-cost outcomes.

Why this matters

Councils and cultural-estate owners can assess heating, lighting and electrical improvements as one coordinated programme. Building use, commissioning and subsequent performance monitoring should form part of planning similar upgrades.
