Knowsley Council has completed a borough-wide LED lighting programme with Enerveo, replacing more than 18,000 streetlights. The council forecasts electricity demand will fall by approximately 2.94 million kWh a year.

Current status: installation complete

Work began in July 2022 in Northwood, Kirkby. The final lantern was replaced at Market Place in Prescot. Every ward was included, alongside M62 high-mast lighting, subways and illuminated traffic signs.

This is a completed delivery milestone, not a new funding announcement or an open procurement. The published update does not give the programme’s capital cost or a cash value for annual savings.

What the savings figure means

The 2.94 million kWh estimate is an expected annual reduction, not a verified first-year result. Metered consumption and operating records will be needed to establish performance after completion. No independently measured savings are claimed here.

Why this matters

Net Zero News perspective: lighting is a practical public-estate workload where delivery extends beyond buying efficient equipment. Asset inventories, access planning, commissioning and maintenance arrangements all influence whether an installation programme becomes a lasting operational improvement.

For councils considering similar work, Knowsley offers a completed public-private delivery example. It is not a substitute for a local business case: existing lamp types, operating hours, tariffs and the condition of columns will affect the result elsewhere.

Next steps for project teams

Compare a prospective scheme against a documented baseline. Separate equipment replacement from changes in operating hours, and specify how electricity use, faults and maintenance will be tracked after handover. Ask for whole-life costs rather than relying on headline unit savings alone.
